China will issue new immigration and entry-exit measures and traffic management policies to support south China's Hainan Province in building an international tourism hub, announced the Ministry of Public Security on Wednesday.  
 
Centered around three industries including the high and new technology industry, tourism and modern services, the ministry plans to issue 12 measures to support the development of the Hainan Free Trade Zone.
 
 
Visa-free entry 
 
As Hainan already offers visa-free access to tourists from 59 countries and regions, it is adding more free-visa entry channels and expanding the scope of entry reasons including business, visit, medical treatment, exhibition, and sports. Stay time of visa-free visitors will be gradually extended to more than 30 days.
 
Three key measures
 
The National Immigration Administration has formulated three key measures. First, exempt foreign tour groups from entering Hainan by cruise will be supported. Second, the procedures for the entry and exit of cruise ships will be simplified. Third, foreign patients and accompanying family members would be allowed to apply for visas or residence permits on the basis of certificates issued by medical institutions in the province. 
 
Foreigners will also be issued port visas, long-term visas, residence permits, and permanent residence visas. Foreign technicians will be allowed to have work-type residence permits, which have the same period as their work contracts, while foreign students will be welcomed to find work placements in the province.
